  4.                NORTHWESTNET ACCEPTABLE USE POLICY

  8. NorthWestNet is a regional data communications network serving a
  9. consortium of universities and research groups in the northwest-
  10. ern part of the United States.  Its goals are summarized in the
  11. Articles of Incorporation for the Northwest Academic Computing
  12. Consortium, Inc.  All use of NorthWestNet facilities must be
  13. consistent with the goals and purposes of NorthWestNet.  The
  14. intent of this statement is to describe certain uses which are
  15. consistent with the purposes of NorthWestNet, not to exhaustively
  16. enumerate all such possible uses.

  18. Some acceptable uses of NorthWestNet facilities include:
  19.  
  20.     o  use for scientific research or instruction at member and
  21.        associate member institutions through the provision of
  22.        high-speed data communications;
  23.  
  24.     o  use as a vehicle for scholarly communications;
  25.  
  26.     o  use as a means for NorthWestNet members to access remote
  27.        computing resources for the purpose of scientific
  28.        research or instruction.  Notable examples of such
  29.        resources are the NSF supercomputing facilities;
  30.  
  31.     o  use necessary to support other acceptable uses.  For
  32.        example, administrative communications which are part of
  33.        the support infrastructure needed for research and
  34.        instruction are acceptable.  Similarly, communications
  35.        directly between non-member institutions in support of
  36.        research or instruction at member institutions is
  37.        acceptable;
  38.  
  39.     o  use required by agreements with NSF, the primary funding
  40.        agency for NorthWestNet;
  41.  
  42.     o  use by member institutions as a laboratory for research
  43.        and experimentation in computer communications, where
  44.        such use does not interfere with production usage.
  45.        However, any experimental use requiring modification to
  46.        router software or protocol layers below ISO layer 4
  47.        requires prior review by the Technical Committee.

  49. In general, commercial and general administrative use are prohib-
  50. ited.  Use for scientific research or instruction at non-member
  51. institutions and at for-profit institutions may or may not be
  52. consistent with the purposes of NorthWestNet, and will be re-
  53. viewed on a case by case basis.

  55. Use of NorthWestNet for any illegal purpose, or to achieve
  56. unauthorized access to systems, software, or data is prohibited.
  57.  
  58. NorthWestNet is a production communications network on which many
  59. researchers depend.  Uses that significantly interfere with the
  60. ability of other users to make effective use of the network are
  61. not acceptable.
